Забавно, я поначалу думал, что речь идет об отслеживании разовых трансакций. А оказывается, там про annual transactions! То есть они хотели отслеживать все счета, на которых ЗА ГОД было прихода (не по W2) на сумму в шесть сотен долларов - миллиардеров, значит, ловить, которые от налогов уклоняются, ага. А когда поднялся крик, умерили свои аппетиты до так и быть десяти тысяч. На мой взгляд, разницы просто никакой, что так фашизм, что этак.
